Actually, understanding the mental mechanations of a madman isn't always so easy. You are correct in that Bush does appear to want any justification to start a war with Iran, Syria, and even, it appears, Somalia. However, there's so much more to it.
Starting a war with Iran creates just the cover the President needs to distract the American people from a number of significant events:
1. Expanding the conflict, the President hopes, will justify further actions in the US to dramatically reduce our civil liberties here.
2. While Americans are busy arguing over the escalation of forces in Iraq and/or any conflict that arises with Iran, Bush will proceed with completing those permanent mega-bases in Iraq.
3. If the President accomplishes #1 and #2, he will be in a position to give his Halliburton and oil company buddies access to cheap oil from Iraq and any other territory in the region that he can subdue.
These ideas, by most decent people's standards, are purely delusional; but can any of us really put it past Bush to be thinking this way? We must engage our government and remind it that it is a servant to us. We must fight the President's foolishness and we must demand that our Congressmen block his schemes.

It is so funny hearing the dittoheads on this board wanting to continue with the PNAC plan. No, the iranians used over 1 million suicide soldiers in the iran iraq war, most of the under the age of 15. they werent like the suicide bombers we see today, they would attack in huge swarms and beat soldiers to death after they ran out of ammo.
There is no way that we would engage iran, because there is no way that american soldiers could kill so many young people.
There is no way that we could win politically either, because the news would only show a bunch of unarmed kids being killed, not that they were suicide soldiers.
