theyre always by the sun in the sky and they remind me of when u stick a magnifying glass in the sun and light shines out of it (it looks like a spectrum). What is it and what is it caused from? I've been seeing them recently and its not my eyes (hehe).

as i said, it is BY the sun (as in not too close,not too far), not the sun itself. and other ppl see it too, so its not a hallucination (and we're not high on anything). and i am not staring directly at the sun.

Do these "lights" surround the sun? What time of day is it when you see this? Where do you live? Since I do not know these things I will mention a few things that might resemble what you are describing.
If the colors surround the entire sun, this could be a corona. These form when sunlight travels through a cloud of suspended water droplets. Sunlight is diffracted (sunlight is bent, causing the the colors of sunlight seperate) into different colors, because each color has a different wavelength that bends at a different angle.
Iridescence could be another, and this is what I think you are seeing. The water droplets that form coronas can also form iridescence. In this case, the sun is not directly behind the cloud, creating patches of color.
Lastly, sundogs, or mock suns, are two bright spots on either side of the sun. These form from sunlight passing through ice crystals in high altitude cirrus clouds.
