I am in the top 30% of the college I would like to attend SAT wise but GPA wise the bottom 30%. What do you think? It’s a C+ average and I have lots of extra curricular and my grades have improved with time. I also have decent amount of work experience. The school is a regular state school.

Get in touch with a counselor from that school. Ask them what you can do to boost your admission chances. The focus of admission decisions varies greatly from one school to another, general advice is not likely to be of much help. You need specifics that relate to the school in which you are most interested. For some your volunteer work, and community service work will be important, for others your personal statement will be the key.

Find out as much as you can about the kind of student that the school seeks, then do your best to be that student.

It would be helpful to know the schools you are applying to.
I agree with Dr. Adventure that a big part of it is when you had the lower grades. If they happened when you were a freshman, but then you improved that helps you. Also, are the lower grades in honors or AP classes? If you're just in basic classes and have low grades, but show that you have potential on the SAT, it may look like you were slacking in school. If this is the case, I'd recommend writing a killer essay to try to make up for it.

Sure, you've still got a chance. Ranges mean they take people anywhere in that spread. As long as you fall in it, you have some chance.

Now depending on how prestigious the school is, your chances might drop. I had high SAT, but lower GPA scores for my undergrad. Since it was a state school, I was fine. I wasn't worried at all (altho it was more like 90% for SAT and 50% for GPA). Had it been a more prestigious school, I woulda been more worried. Definitely would have considered my extra currics more.

A big factor to consider is when in your academic career your GPA was low. If it was when you were a freshman vs. now then you are better off as you can explain this...or if there are other reasons (e.g. a parent died, you had chemo, etc.)

yup, that worked for me.

Give it a go. And think about all the great things you've done that kept your grades down (these can help your application to make you more interesting). Turn your excuse into an accomplishment (again, worked for me).

As long as you describe yourself accurately, they'd be foolish to turn you down.

If you have lots of extracurriculars, and a good community service record, you should be ok.
