A Weiner or more appropriately, Wiener (the real spelling) long predates Oscar Meyer. It refers to a sausage or German bratwurst and was so named for the originator/inventor. It is a fairly common German name.

The slang use is a much more recent development.

This is an excellent social question!

The evolution of the food involved ground up meat first. Next, ground up meet was stuffed into "tubes" thereby creating the first sausage. Sausages fathered brats and hot dogs.

Oscar Meyer popularized the term "weiner" as a brand name strategy.

The negative slang term "weiner" evolved as a euphemism for the male reproductive organ in the early '60s and is exclusively used to describe ultra stupid, dysfunction in a fellow male your own age.

Wiener came first. Its a German term for a small sausage. It was around for a long time before Oscar Meyer went into business. I couldn't even guess when wiener began to have negative connotations.

Neither, Originally shortened to describe a sausage from Germany.
1904, shortening of wienerwurst (1889), from Ger. Wiener "of Vienna" (from Wien "Vienna," from L. Vindo-bona, from Gaulish vindo-, from Celt. vindo- "white;" cf. O.Ir. find, Welsh gwyn "white;" see Gwendolyn) + Wurst "sausage." Clipped form wienie is attested from 1911. Extensive pejorative senses developed from its penis-like shape.
