Get plain paper plates as these are cheap and just get themed napkins so the plates look special, balloons are cheep so put quite a few up then afterwards the kids can take them home with them as part of their goody bags. Put happy birthday bunting up and this can be saved for future parties if your careful with it. If you want to make it look extra special you could make paper chains like at christmas using her favourite colours and drape them around the room. The games you play will make it a birthday party so plan several games like musical chairs/bumps, pin the tail on the donkey, statues and pass the parcel. To make pass the parcel cheap buy a multipack of buttons or similar and put one packet per sheet and use newspaper to wrap the parcel with the last sheet being party paper and a cheap toy, this way you will know when its the last turn but also saving on paper.

Birthday express. I get the mag and i think they have lazy town birthday supplies.
Nick JR also has printables for a lazy town party. I looked real quick and they have placemats and games. And i think they had foods too.
