I think you're thinking about Maslow's Hierarchy of Needs.

1 - Physiological needs: breathing, eating, fluids, homeostasis.
2 - Safety needs: protection and security, including health and financial and family
3 - Love/Belonging needs: belonging and acceptance
4 - Esteem needs: confidence, respect
5 - Self Actualization: making the best of who you are

Freud's theory is one of development - the psychosexual development, and the development of the personality.

1 - Oral: 0 - 18 months, errogenous zone is the mouth, fixation leads to smoking, drinking, dependence issues, etc.
2 - Anal: 18 - 36 months, errogenous zone is bowel and bladder elimination, fixation leads to anal retentive or anal expulsive personalities.
3 - Phallic: 3 - 6 years, errogenous zone is genitals, Oedipus and Electra complexes.
4 - Latent: 6 - puberty, no errogenous zones, no real fixation.
5 - Genital: Puberty +, sexually interested and explorative, fixation leads to relationship issues.

I believe Freud hypothesized that girls could not progress beyond the latent stage. But I might be mistaken on which stage it was.
