Depending on how bad it is torn you may be able to glue it back with something called gorilla glue or superglue. This will also work if you need to replace a piece with regular weatherstripping.

get some foam tape and put it on the door.

that is temp but you can go to a junk yard and get the weatherstripping for about $10.00

the best way is to get new weather stripping but you could probably use gorilla glue to fix temporarily.
