Because we live in an uptight cilture that equates any aspect of simple nudity with rampant sexuality, and then proceeds to condemn it. And yet, the same people who condemn bare boobs on the beach are the biggest fans of Playboy and the internet porn sites.
I go to the nude beach here on Long Island so topless sunbathing isn't a problem (we're all naked...DUH!) but here in NY and in some other states it's now legal for a girl to be topless anyplace a guy can be. There are more girls than ever going topless on "regular" beaches than ever before, so things are starting to change in the right direction.
It's up to us (girls) to move this agenda forward.

Because the censors in this country are religious prudes and still living in the eighteenth century. In the fifteenth through seventeenth century painters in oils always showed all of the women's bodies and no one thought anything bad about that. Now because the religious censors say the human body should not be seen other than with clothes, even though they say the human body is beautiful, they want you to cover it up. Probably because they think all men are rapists at heart. Which isn't true, but maybe they are what they fear others they depict are that type of person.

It is a shame that Americans have such a hangup about nudity.
Forget topless, I say. Everyone, male and female, should have the right to wear as much or as little as they please, or to be totally naked.
BTW I agree with you about men having bigger breasts. Did you ever see the movie "Catherine and Company"? Leading lady Jane Birkin displays her assets several times in that picutre. She
has less to put into a bra than I do--and I'm 100 percent male.

I think The reason for that is because of the media. On tv it is always covered by a censor bar and over the years people have thought it was not okay to show those things. I may be wrong though.

Well, the problem appears to be the female nipple. That is the only part of the female breast that really is called 'nudity'. All others parts of the female breast can be shown. The problem seems to be not 'bare breasts' in North America, but 'bare nipples'. This is ironic because men have nipples too.
Basically, I blame backwards conservative thinking for this weirdness.
