living in ireland i understand i have to buy a motorbike under 40bhp,how do i find out what bikes are available.

Visit your nearest motorcycle shop/s and see what is available is the size you need.

ok this is how it works in the uk.
if ur 19 years old then u can do a restricted access which means u can ride any bike restricted to 34 horsepower but that can be any bike as long as it can be modified which is mainly carbed bikes ie a k3 sv 650 which is a very friendly and easy bike for a newcomer. even some older sports bikes can be restricted. but if ur looking to do a restricted licence then look at some 400's which are mainly grey imports but are great to start out on.
once u done the 2 yrs restricted u can ride any bike as u get a full licence after the 2 years bu tmake sure u send ur licence off to do so. you could land ur self in trouble otherwise.

First of all if your going to by a bike dont start with sport bike to may people get injury cause they dont know how to ride. Get a basic bike about 500-600cc to learn on. If you can contact rider and take a course threw them. they are great and you'll be a better rider.

If it is anything like Spain then you can get a license and drive up to a 125cc bike for 2 years then you can go for bigger!! Go to the shops, I know Spain you can't buy a bike unless you have a license!!

i wanted a bike but as far as i understand you can drive as a learner on a 125cc on under you can take a test that makes you able 2 drive over that as far as i know but there is lots of websites that gives you info look them up good luck
