Leading (L1, L2) and Trailing (T1, T2) refer to the arrangement of the spark plugs in a 2-rotor (your) engine. The "1" in L1 and T1 refers to the front or first chamber ( "cylinder" ) and the "2" in L2 and T2 refers to the rear or second chamber. The rotary engine needs 2 spark plugs per chamber to properly ignite the air fuel mixture due to the shape of the combustion area between the rotor and the spark plug housing, hence the "Leading" plug and the "Trailing" plug per chamber ( -simplified explanation. For a more detailed explanation, click on this link - ) http://auto.howstuffworks.com/rotary-engine1.htm

So looking at the engine where the spark plugs go (driver's side of engine):

T1, Trailing 1, is located top left (front chamber)
L1, Leading 1, is located bottom left (front chamber)

T2, Trailing 2, is located top right (rear chamber)
L2, Leading 2, is located bottom right (rear chamber)

The positions are marked L and T next to the plug hole anyways.

Change them out one at a time so you don't get confused and cross the plug wires; even mazda master technicians check twice. The plug wires should be marked by colored tape , numbers or colored wires. If you start the car and hear chirping or high pitched squeaking or squealing like a bad drive belt, you have the wires crossed and the engine is misfiring. Stop immediately and start over again. The spark plugs are a special type and must go in it's proper position (leading or trailing - If you buy them from mazda, the box will have a picture of where they go). The plugs are marked "L" or "T". It really matters where you put them so pay attention! They even have different tip designs (please use NGK plugs). You may have to take a wheel off to get to them comfortably. Don't be afraid to call a Mazda dealership to ask for a technician's help if you get stuck.

Motor might be locked up. Sounds like the starter is working right but it is meeting so much resistance it burns up. Time to call the mechanic.
