If you have no income you do not file a tax return. Income includes more than wages from a job, it includes unemployment compensation for example, and basically income from any source including self employment. If you have minimal earned income, you may be better off by filing a tax return, particularly if you have children. The earned income credit can give you a refund, even if you have paid in no taxes, and this can be large if you have 1 or 2 kids; although you still get a smaller amount with no children.
