both are primarily composed of this molecule that is composed of two hydrogen atoms bonded to an oxygen atom. these molecules are assorted into a random dynamic matrix called a liquid. both have ions like Na and Cl in their midst, but the concentrations vary considerable between the two. this contributes to the different properties of the two liquids.

I'm guessing that you are wanting more than just the obvious answer that one has salt and one does not. In salt water, something or someone that is floating is more bouyant. I've heard that in the Dead Sea in Isreal that the salt content is so high that even a person that can't swim probably would be able to. I think that salt water has a higher freezing temperature than 32 Farenheit/0 Celsius. So ocean water in a certain place could have a freezing temperature but the water would not be frozen solid.
