Have you talked to him at all? Or is he just the boy across the classroom? I would say, talk to him before you make your move. Right now he's probably flirting, but because of your looks and nothing else. Get to know him, spend some time with him, pick him as a partner for a project.. do something so you can get to know him then you will know for sure if he likes you or even if you like him in that way.

When he looks at you and you make eye contact, do you smile to encourage him? Does he look away quickly when he sees that you see him or does he smile? If he looks away, he may be very shy and if he smiles, he obviously enjoys what he sees.

Eye contact is the first stage of flirting and the smile that can go with it encourages further flirting and talk. Start a casual conversation with him about anything that you think he is interested in or that you have in common. You are in the same class so a common interest/problem should be easy to come up with. A simple "hi" may be all that it takes.

Well, I can remember back in the days when I was in school. Usually what I would do if I had a crush and I was too bashful to try and ask them if they wanted to hang out, I would give them hints that I liked them. For example, flirt, give him a note. It doesn't have to say, I like you...but you could say something like: Whatcha doing after school? You get the picture. Obviously there are plenty more ways to flirt.

You could sit next to him at lunch and try talking to him. It sounds to me like this boy likes you too. If he is looking at you. There are only one of two things he is looking at: either he thinks you are pretty, or (god forbid) you have something on your face. I seriously doubt its the latter.
