Hitler was thinking it would be easy to invade the United Kingdom and pillage all scotch whisky there. Of course he had to provide a good source of water to mix the whisky and that's why he created a german/french government at Vichy. The main purpose of this puppet government was to provide bottled Vichy water to german army officers and Hitler himself.
