Boardgames with strong replay value usually involve changing parameters or scenarios.
Eg, Risk has probably more replayability than say Axis and Allies because the later starts off with fixed resources and placement and an ideal strategy (take russia if you are the axis) has already been worked out.
A good game with shifting tactical requirements is Settlers of Catan. Due to the ever changing nature of the game board, your tried and true idea of monopolizing all the ores might not be feasible in the next game. Settlers also comes with scenario variants (kindly consolidated on www.boardgamegeek.com) that can lend much flavour to the original.
Betrayal House on The Hill is another excellent game for replayability. There are about 20 scenarios in the game that have different end game requirements. The ever shifting placement of the house also means that you have to think up fresh tactics each time. Certainly, the unknown traitor in every game makes player interaction far more intriguing, again, something to factor into your tactics. ie, you may not want to share the weapon you just found with someone who appears to be your friend.
Lastly, there is the RPG Boardgame - Battlestations. Players work as a team to design and operate a spaceship which will best be able to meet the various mission/scenario requirements. Character development and a fun combat system makes it engaging, but the rather lengthy rules and long start time would definitely put off the casual gamer.

There are different games with replay value for different people. I would suggest you read some reviews of boardgames in the specialized website called www.boardgamegeek.com
Personaly I find the replay value of twilight imperium (by fantasy flight games) to be the best through all games i ve played.
I also enjoy settlers of katan, however as the years have passed by i find that i cannot play the basic game any more bu t want to play it with the expansions.
Another strategic board game with good replay value is Attack (Eagle games), which is something like a more evolved risk.
On the other hand, if the game you are looking for needs to be simple and hilariously fun, look for the dice game box dubbed "Call my Bluff" or "Bluff" or any of the other names it has gone by in the years. Its one of the funniest and quickest games to play, and once you start you keep playing round after round.

Monopoly, Go, Reversi, Chess, and some others are good games, but most need human players to have fun.
