You do have to make it a separate symbol. So right click on all the elements you want to animate separately from the rest of the movie. and "convert to symbol"

You want to choose "movie clip".

Then double click on your new symbol and it'l bring up a timeline which only apples to your new symbol.

If you want to stop the the rest of the movie from looping bring up the actions window for the main timeline and put a stop action

So you can do anything you want in all those layers on your timeline for the symbol and it'll operate independantly from the rest of your flash movie for as long as that symbol remains on the stage.

When you want to go back to working on the main timeline simply click on "Scene #" in the top left of the timeline window.

place your animations into their own movieClips on the layer.

in each the movieClip you dont want to loop, put a stop(); on the last frame in that movieClip.
