I have a 1996 Ford Escort that I haven't driven in probably two months. I need to move it but when I put it in reverse, the passenger's side rear tire stuck. It won't budge. I can even get the whole car to move but that tire just drags. I'm thinking it must be rusted stuck somehow, but I'm not sure. Anyone know what's causing this and how I can fix it? The e-brake is definitely not stuck, I already checked that.

My guess, because we just had a Hyundai in the shop last week with EXACTLY the same issue is the drum brake is siezed on that side. In this example the car sat for about a week and water got inside the drum due to a missing adjuster port cover, causing rust to build up, essentially rusting the shoes to the drum. We had to lift the car, remove the tire, pound the drum off with an air-hammer, replace the shoes and hardware and machine the inside of the drum.

Worked like a charm after that.

Sounds like you have some stuck brake shoes (where they have rusted to the drums). Jack the car up and remove the wheel. Take a hammer and carefully pound on the drum to get the shoes to release from the drum. This will usually loosen it up.

I agree with the previous post. I think you can jack up your car, remove the wheel. . . Take a min-sledge hammer, and tap (bang) around the circumference of the drum while trying to rotate by hand. Also, Make sure that the parking brake cable at that wheel isn't locked up, make sure it operates smoothly. . . have someone apply the parking brake, watch that cable.

your brake has to be frozen to the drum on that side, you will have to take the drum off if you can, might even have to use a hammer from the backside and I think you will find a bad wheel cylinder that is pushing the brake pad out against the drum and it is frozen, replace the wheel cylinder.

rear brakes are lock up from rust forming on it. Best thing is have your buddy with a truck and tow / drag it a bit and it will unlock rear brakes.

if the ebrake was on, thats whats causeing it, i can gaurentee it. what happens is rust forms on the inside of the drum and the inside componants of the drum setup, and will cause the drum to sieze adn the tire is conected to the drum, so the tire siezes too.
