All I want to be able to do is surf the internet and do a little home work on powerpoint, word, etc.

watch stores like bestbuy and office depot. also you could buy online refurbished models. they are cheaper. tigerdirect.com has some. most manufactures have them on their site too.

I've seen several advertise on television. The basic DELL and Gateways. For 0-400 you won't find a very good one though. I don't care what they say and how fast it it is supposed to go.
In general I think laptops are more expensive than desktops, and it would be hard to even find a decent home computer for Internet surfing. UNless you were to put nothing into graphics at all and have just a decently quick websurfer. Probably still slow though from all the internet graphics.
