Rohan would win. The Varden weren't very impressive and the Death Eaters, well, it would be between the Death Eaters and Rohan. If Gandalf were with the Rohan then the Death Eaters would definitely fail. All good stories but you can't beat Tolkien, he's the all time best.

The Varden haven't been that succesful against against Galbotorix before so the Death Eaters can crush them.
The Death Eaters don't stand a chance against Gandalf since
magic is effective against them.
So I would say Rohan. Plus Rohan has a great army and there
aren't many Death Eaters (besides the ones that were guarding Azkaban).

Oh. Hard question. Can Rohan and the Vardan join forces? That would make the ultimite team don't you think?
But if not I would have to say that the Vardan would will. Especually if the other two Dragon Eggs had hatched and there were 3 dragon riders aka Shur'tugals.
Man, that would be a totally cool battle to read/watch
