A socket like a telephone, the endpoint of a communications channel. By connecting two sockets together data can pass between two points on different computers.

Your error message occurs when the Winsock2 files have been damaged or replaced by third-party programs. You can copy and re-install the files or re-apply the Windows Service Pak. Before doing this, I would try shutting down the computer for 1 minute and rebooting. Amazing how many problems a reboot can solve.

It is referring to Winsock, now part of Windows itself; TCP/IP network stack, it means a connectivity failure.
