I know that it IS legal for females to go topless within the city limits of Columbus, being that I was down there for a rather hot and humid Community Festival a couple years ago and a few had decided to exercise that right.
I couldn't find a link to the actual law, but the link below to a Cleveland News webside does discuss it a bit:
"Ohio Attorney General spokeswoman Jennifer Detwiler said current case law is also clear. "Under the public indecency act, it is not a violation to expose the female breast," Detwiler said, citing recent cases in Columbus and at Ohio University in Athens."

Some places in North America are said to have topfree equality by law, although whether such equality is upheld or practiced varies. These include:

Some states of the United States, including
Hawaii
Maine (ex.[1] and [2])
New York (and more generally, within the jurisdiction of the 2nd US Federal Circuit)
Ohio
Texas

it is legal everywhere contained in the state the position it would want to be acceptable for a guy to be and not using a blouse. So, crucial Park, any coastline, any state park, i assume any swimming pool too. it is been a legal for like 20 years yet a collection of youthful females in NYC are somewhat bringing it to public interest now. They help to freedom as do I.

Well im in Ohio and i have yet to see that. In fact i live near a suburb of Dayton called Oakwood. Up until a few years ago in that upity little place the police would give MEN tickets if they caught them without a shirt on.

I think this story came from when Raelian (Atheist) Women marched topless in Ohio as a protest against one of Ohio's motto's "Myth of God. They were able to do this without getting arrested since it was a "freedom of speech and dress protest"

I think in Columbus they can, but not in the rest of the state. I've never seen any women running around topless any time I've been to Columbus though, thank god, so I don't know if it's actually true or not.

There are many places in the US where public nudity is perfectly legal--San Francisco and Austin come to mind.

Ohio law says you can't expose your "private parts" "under circumstances in which the person's conduct is likely to be viewed by and affront others who are in the person's physical proximity and who are not members of the person's household."
