The vertical bars represent absolute value. Absolute value is the distance from zero, and is always positive.

So you need to calculate the expression as

3-2x = 13 and 3-2x = -13

2-2(8) = -13, and absolute value of -13 is 13.

you do opposites across the equals sign.
3-2x=13
its a negative three so you add across the equals sign. It cancels out after that.
you then have 2x=16
you then divide cause 2x is times. ( do the same as up top) 16/2 is 8 so [x=8]

|3-2x|=13
i.e. (3-2x) = 13 or -(3-2x) = 13
2x = -10 or 2x = 16
i.e. x= -5 or x = 8
(you can substitute these values in the above and check whether it's true or not)
