Obviously they would be thawed or cooked. But it's so hard to find fresh ones this time of year.

Better off giving fresh vegs.
Remember to give your pig access to fresh grass each day to avoid calcium defiency (2 most common disease in GP)
Also your GP needs Vit C everyday to avoid scurvy (most common disease in GP). Buy Vit C powder and mix in with dry food everyday.
GP shouldn't be given cooked food.

It's not a very good idea to feed them frozen veggies, even if they are thawed and cooked. Fresh veggies are the best cuz guinea pigs won't really eat cooked vegetables.

Frozen veggies can give them cramps, and they don't have much nutritional value. Things like fresh carrots and lettuce (n small amounts) are better.
However, if you must feed them frozen, remember that like all guinea pig food it must be fed in portions increasing in size gradually, starting small.
