how long does it take to get to level 3 and who is there?

If you voted your limit every day, and answered your limit every day, even with no best answers, and with asking only a few questions, you could reach level three within 9 days of joining Answers.
I believe it took me five days, as I only asked one question in that time, received several best answers, and at the time rating questions also gave you points, the same limits as voting.
Keep going, you can get there very quickly if you work at it!

I am not there yet, soon. It all depends on the individual, how often you are on here answering questions, asking questions, voting, and how often you get "Best Answer".
