No, there were a lot of other nationalities represented in the Red Army; Ukrainians, Belorussians, Kazakhs, Uzbeks ect. But it was the Red Army of the Soviet Union that took Berlin.

The answer is yes, but not because the allies couldn't do it, for political reasons, Eisenhower stopped Patton's 3rd Army from reaching Berlin first....go figure....
