why spend money on foreign countries when our home country needs help?

Our government passes around money basically to buy friendships. We are trying to have stable allies in unstable parts of the world so that the resources we need that are imported to us keep coming. Imagine how many cars would be on the streets sucking down cheap (yes even $3/gallon is cheap) gas if we didn't have any allies like Israel and pseudo allies Saudi Arabia and Jordan in the Middle East.
