I dont care if your 6'5, if you want to be able to dunk you have to have strong legs. So that would be your first step, work out your legs until you can hardly walk the next day!
Secondly, practice everyday. Just like when you learn to make a free-throw shot everytime, you have to practice to get the feel for it. Well its the same thing only work your way up to the rim. Make your goal like the middle of the net, then the backboard and eventually the rim.
It might take a while, but it worked for my buddy and he's 5'10.

Good luck

umm try sleeping often 1st, sleeping helps you grow alot, get around 6-7 or 8 hours of sleep trust me it helps alot, i used to be your height but i grew up, as of now im 5'6 my doc said i was suppose to be 5'5 but i grew taller than that, if your suppose to be 6'0 then keep sleeping early, eat healthy and just get good hops, try jumping over things? at my school i can almost touch rim but only grab net, this 1 guy on our bball team is the same height as me and he can dunk!!
