Most newer DVD players, even cheap ones can play VCD's and many can play SVCD's. Older ones are a different story. If you want to know if yours does or you're in the market for one, check this page out. It'll tell you all the features of just about any DVD player including VCD/SVCD compatibility.

generally, any progressive scan dvd player will handle vcds as well as picture cds and the like

The disc will have to be encoded correctly though...can't just burn a collectoin of avi files on a disc. You can use software such as nero to encode them correctly
