Essentially, they were a counter to Napoleonic France. They began as a way to combat Napoleon and to form alliances to even out his power. They existed in his first downfall and survived the second, much the same as NATO today.

They were comprised of the major empires of the time, Britain, Russia, Austria, Prussia, and had members who were both leaders of nations or distinct representatives.

They were not necessarily about securing international peace, since they pressed for war many times that France has pressed for peace. Their definition of peace was the destruction of Napoleon's France, and not and an end to wars.

Napoleon said it himself quite nicely, "What my enemies call a general peace is my destruction. What I call peace is merely the disarmament of my enemies. Am I not more moderate than they?"

So suffice it to say, they convened against a common enemy, with both sides foolishly thinking they were in the right.
