what is the best place for helping with homework?

I agree, teachers are always the best place, it's their job. If you are really struggling schools will offer peer counseling.

Also, try a less formal peer counseling, friends. Friends in the same class, for trickier pieces of homework we band together and go through it offering advice etc to each other.

And any elder siblings who may have done the same work last year etc could offer adives as they have already done it.

There is no better place to start than extra help time with your teacher. Most schools also offer peer (student) help as well. Face to face is much better than trying to get help on the internet.
