It says permission to view must be sought from ..office access may be granted to view the papers in the public search-room...what is a public search room??

It's a room to which the public have access, with permission, to search among the records available, which increasingly nowadays are stored on microfiche. Very often you will have to apply to the person on duty for the materials among which you are proposing to search and you will have to pay for any copies which you require. All kinds of searches may be undertaken: wills, local history, planning, insolvency... but clearly in your case you are required to book in advance, presumably because only a few fiche readers are available.

What context is this?

A public search room is where copies of papers are stored, often on microfiche, and the public can look in them for what they need.

There's a public search room for family records, public search rooms for planning applications. Depends what you're looking for. Some search rooms are local, others national.
