I raised the water level without moving the block. How do I lower the water level again to move the block.

You have to find the three water-level changing icons. You can only use one at a time, and you have to raise/lower the water incrementally.
There is one that you find right when you enter the temple. Sink to the bottom, and go through the door on the ground floor where the torches are, then rise up to the surface.
The second one is inside the center pillar. You enter from the ground floor and climb to the center level.
The third one is at the top of the temple, but I can't remember how you get there. I think that you have to go through some of the doors on the second or third floors when the water level is high enough and the floating blocks are in the right position.
Sorry the answer doesn't have too much detail, but its been a long time since I've played the game.

The water temple is kind of big and it's been awhile but I think I know the room you're talking about and there's a switch type thing you have to shoot with an arrow up on one of the walls. Hope I'm right and you get it lol.

You have to obtain the Giant Goron Straw and start drinking away. . . . j/k.
It's been awhile but go to www.gamefaqs.com and look up a walkthrough. It's free and I find most of the walkthroughs on there helpful.
