no,you should only have to install the router software once,if it turns off at the mains it will just automatically reconfigure itself
if the p.c is connected by a ethernet lead you dont even have to install software,you only need software if using a usb connection,and obviously if using wireless
we have a electric key token meter which is always going off and our router(bt home hub) just sets itself back up(in around 2 minutes)

Probably not. I had a Belkin and took it back right away because it never worked correctly. You are better off with a Linksys. But I think Belkin has a 24 hour technical support number somewhere in the instructions/installation CD.

I am sure that this is not usual, however, I am afraid that I have not had enough experience with Belkin Routers that I cannot tell you how to fix it. I am afraid that you will have to call the Belkin Support, if it is a problem.
