There are several things to take into consideration.
If the person is 65 years old and receiving Social Security they receive Medicare.

If the person is under 65 years old, they and are on Social Security they have to wait two years before Medicare kicks in.

If a person is trying to get Medicare and they are younger than 65 years old, they can draw off of a spouse's Social Security or have a work history themselves. If a person had a disability before age of 22 years old and one of their parents is receiving Social Security, that person would qualify to apply. The disability has to be verified by a qualifying professional (a doctor) to state they can no longer work.
