I'm gonna assume that you will be visiting, so I would suggest cabs. Not the cheapest form of transportation, but the quickest, and with Chicago's reputation for crazy driving, probably less nerve racking.
It may be less expensive to use the bus and train service, but I for one would rather spend the money on door to door service, than take up time figuring out time schedules, waiting at stops, and hoping connections will be made, while on vacation.

This depends on what you want to do, where you want to go and when. By car is the best choice...no schedules, no standing and waiting at stations or bus stops, nobody to stare at you. It is the most expensive.
I would rather drive to most places but for some a cab ride is justified. Parking your car can cost as much as the cabfare. Cab drivers will probably know you destination. However he may not speak one of your languages. The longer the ride, the higher the cost. Then you have to return. Will a cab be available?
Call your destination for helpful information about parking or nearby cabstands. Most places are very helpful. This isn't NYC.

CTA bus or train. They go all over the place and stop right at the front door of most major attractions. They cost $2 a ride, but you can buy a special weekly pass and it only comes out to $1.75 per ride. Cabs can be expensive and driving is good only if you're going grocery shopping or carting big things. But in the summer time, walking isn't too bad. A lot of attractions are close to each other so you can walk from one to the other.

The CTA system covers both the El and the busses around the city and near suburbs. If you are visiting you can buy a 1 day pass for $5.00 or a 7 day pass for $20.00. Passes can be purchased ahead of time from the CTA or after you get here in any Jewel or Dominick's store or any currency exchange.

Cabs are costly, not as costly as NY but pretty expensive.
many people say public transportation isn't too bad -- but personally I hate it. Use it if all other options are exhausted. I find that driving isn't too bad as people make it seem.
It isn't hard to find parking throughout the city and if you are tolerant, you'll get by.

Definitely CTA -- all the way. You can use your pass for both the EL and the busses. Try to get the CTA booklet that shows the routes, etc. It comes in handy.

It depends where your staying. If your going to be in downtown, then you'll be able to walk, take the bus or el. If your going to be on the outskirts or the suburbs, then you'll definetly need a car.

it all depends on where you want to go. there are plenty of taxis available..but you're best bet is walking or taking the el (as long as its during the day)
