Yes. Technically if you sample music without getting permission you can get in trouble for copyright infringement. You must get a synch license to put someone else's music to video. Contact their record label for pricing.

YES!!! You surely can, even though there is no guarantee that the copyright holder will find out. Even if nobody in the world cares about your video but someone tips the holder off, you could be in serious trouble. Music/Entertainment lawyers will be knockin' on your doorstep. It doesn't matter that it's not for profit.
