Its to do with the legs being classes as a 'pair', rather than a bunch or a set. I'm not 100% sure how the phrase came about, as i know many call knickers, bras and other items a pair, when really its one...

Pants are called pair because they are the opposite of skirt. Skirts, going aroung the legs, are one. They skirt around our legs. However, jeans do not. And, even though they really are one whole peice, they have two basic peices. A pair of peices. Thus, a pair a jeans.

i believe it has something to do with cowboys....where the legs where made (and put on) in two separate parts..thus a pair of jeans.

it is too confuse us
how about panties. we wear one panty.
a pair of shoes are two. one jean is jeans. comb my hair. there are more than one hair. briefs. only one brief is worn .
