regarding popularity, you can find the rankings of names at the US governments social security website:
http://www.ssa.gov/OACT/babynames/
Take it with a grain of salt though--some names are more popular in some parts of the country than others. But it will give you a good idea of the naming trends.

I know a little girl named Rhianonn, but I've never met anyone named Arabelle.
I personally like arabelle better. Rhianonn is hard to pronounce for some people. I like Belle for a middle name.

Arabelle means "answered prayer" and that's what my daughter is.
We decided on Aribella as it sounded best with the middle and last name. Arabelle and it's derivitives are getting more popular in the UK, but pretty rare in the states.
Since I have named my daughter this, I have only seen the name used one other time, and that was an investigator on a court tv show, so I think it's still pretty rare.
Rhiannon experienced a burst of popularity back in the 80's when the song came out, but I haven't really seen it since then.
www.babynames.com has lists and ratings of a lot of different names.

Neither of the names made the top 1000 in 2005. The numbers for 2006 don't come out until about May. I personally prefer Arabelle. It's a lot easier to look at and pronounce immediately. Rhiannon also seems like a lot less common name. While this may not be a problem, she will be subjected to a lot more teasing than with slightly more common name.
The popularity charts I use are found on the Social Security Administration's web site

i am not sure that either one is really popular, but they are both beautiful names. what is your last name? depending on that you could name your baby rhiannon arabelle or arabelle rhiannon. also, maybe consider arabella - sounds a little better than arabelle.

Rhianonn ranked #750 in 2005. So.. 90 babies named Rhianonn per million babies.
Arabelle ranked #803 in 2005. So..70 plus babies per million with that name.
I'm partial to Arabelle or Arabella. :)
