Because they only want certain men to look at them. They should wear a sign on their chest that says, "I am flashing my breasts and I only want Bob or Rich or Mark to look at them. Anyone else caught looking at my cleavage will be brought up sexual harassment charges." That's some big breasts if she can fit all that writing on it.

If in fact a woman is inappropriately dressed, a higher-up will eventually have something to say about her lack of professionalism. In the meantime, you have the option of reporting her for dressing inappropriately (an understandable distraction - sexual harassment laws work for both genders), ignoring it, or risk getting your own quality time with the boss by doing/saying something inappropriate.

No matter what, the woman is not responsible for anyone else's behavior or reaction. If someone has no more control over themselves than that, perhaps they should consider a job that requires little or no human interaction.

every woman enjoys a flattering glance or other tasteful gesture [ie. "you look especially nice today"] but nobody likes to be ogled or other lewd gesture irregardless of their choice of clothes, especially at the workplace.
