when do you supposed to pronounce the c a "C" and pronounce it a K after what letter or before what letter. i know when to pronounce it a c or a k but when my little brother asked me i couldn't explain it

For most purposes, C is sounded as S before the letters I, E and Y and as K before A, O and U. In French, if a C before A, O or U is sounded as S, a cedilla is added to the letter to mark this. It looks like this Ç. English is not so courteous so you have to know any variations but they are very few. Follow the general rule and you will not go too far wrong.

it all depends on the word you're using. cake, for instance, makes the "ka" sound, as you know. but words with sounds like "ician" are different. I don't think there is a specific rule to it. just an instinct.
