I suspect so. It is difficult to get a list of approved appliances. When I was looking for a log burner I found the only reliable way was to trawl through all the various Smoke Control Area (Exempted Fireplaces) regulations at http://www.opsi.gov.uk. Most of the appliances are suitable for commercial premises producing wood waste, but there are a few log burners in there. You may find a pellet burning stove. In fact, I've just done a quick search on the OPSI site and come up with a couple that were authorised by the 2006 regs (The Smoke Control Areas (Exempted Fireplaces) (England) Order 2006):
The Type USV wood pellet- and wood chip-fired boilers, model numbers USV-15, 25, 30, 40, 50, 60, 80 and 100, manufactured by KWB – Kraft und Wärme aus Biomasse Gesellschaft mit beschränkter Haftung (GmbH) of Industriestrasse 235, A-8321 St. Margarethen an der Raab, Austria.
