Really depends, are we talking about a couple of times, to find out what kind of person he is...(from an investigation standpoint), or are we talking obsessive, keeping tabs on him, peeking in windows, hanging out there in front of the house???
For me, if it was a drive by or two, not stalking...anything more yes perhaps.
