Voiced over. It is usually a foreign film with speakers from your Country doing the dialogue

It means voiced over by actors that speak your native tongue - however, most of the time the voice over actors don't put the same emotion into their work that the actors do and it ruins the overall feel of the film. The best way to go is to watch the movie in its original language and put on the English subtitles.

Well this movie is originally in Chinese
It just means that the voices are in English instead.
They voiced over the Chinese to English.

dubbed means voice, often in another language,
but most hong kong movies are dubbed even in their own language because when shooting in the streets of hong kong its just too noisy, to hear the actors. so much of it is added in studio later

Other words are added over the original dialogue.
