If you do not own publisher which a pub file is a file made from microsoft publisher (www.microsoft.com). There is a free altternative out there called open office. www.openoffice.org I have it and publisher 2003 and publisher 2007. Open office is a good safe alternative.

Your other option have the person send you the file in a different format.

it's impossible to open without microsoft publisher.
I got excited when I first saw that - thought it may be a list of local opening hours....
