Okay, since they all start with 'm'move on to the next letter. OK, there are four that start with the letters 'ma' one that starts with 'mc' and one that starts with 'mi'. since 'a' comes before 'c','e' and 'i' in the alphabet, so 'ma' words go before the rest.
Ma is first because those are the only two letters in the word. There are 3 that start with the letters 'mac', move on to the next letter. 'D' comes before 'E' and 'Z' in the alphabet so macDonald is next. 'E' comes before 'Z' so macE is next.

It depends on which style manual you are using. The old system always puts Mc and Mac before other M's in filings (and this is how my office and many phone books still do it). Mc and Mac are typically used as the same interchangeably and the letter following 'c' determines the order.
Given this system, your list would read
McCabe
MacDonald
Ma
Mace
Maczewski
Meat
Minor
Without the first preference, your list would read (given that Mc and Mac are treated interchangeably):
Ma
McCabe
MacDonald
Mace
Maczewski
meat
minor
