If you have an electric range, then the burner coils should come right out. They actually have "sockets" that you can pull and remove them. Next, remove the silver drip pans. You can purchase new ones, if they are in poor condition, at almost any home-good store. Many grocery stores carry them these days, too. Now you should have your stove top and four holes, essentially. I use Soft Scrub and a scourging sponge to get off anything that won't come off with some hot water, a sponge, a good thick dishwashing soap, and elbow grease. I've resorted too a toothbrush on some really nasty stains, even!
A note of scourging sponges. Your best bet is to get plastic ones. Any type of metal sponge or metal in the sponge will pull off the finish on the stove top. Be very, very careful using them if you do decide to use them.
If the burn stains are actually on the drip pans, then just replace them as often as necessary. Voila! It looks like you have a brand new stove!

Miracle Erasers worked wonders on my stove top...took all the burn marks from under the burner rings (electric stove).
You don't even need to buy the name brand...there are cheaper (but just as good) versions out there.

you can get one of those SOS pads and get them out with that . I used it on my age old stove here when i moved in and it worked . use some 409 degreasser and let it sit then scrub away and it all should come out

I don't know if you tried this, or if it will work for your problem, but I used to use soft scrub. It cleaned great, sometime with scrub pad, but it itself won't scratch. Hope this helps
