What are the requirements that Grover must meet, before such a title is bestowed?

Grover can absolutely be considered a regular ! I cast my vote that he be Polls & Surveys' regular featured Guest and Expert Commentator ! I would say more regular appearances. If you get to the point where others are mentioning you in their questions and answers, then you are a regular!
