Imagine a colour wheel, you have the primary colours red, blue and yellow, in between those are the secondary colours. The contrasting colours are those that are opposite each other eg. green and red, purple and yellow and blue and orange.

Contrasting colors, I'm guessing you mean colors that are opposite each other on the color wheel. Basically a color wheel's primary colors consist of Yellow, Red, and Blue. Then you divide the sections inbetween and mix the two colors to make another color, those colors you end up mixing tend to be opposite one of the primarys on the color wheel. Opposite pair examples are Red & Green, Blue & Orange, Yellow & Purple. Black & White are considered contrasting colors but are not part of the color wheel.

They are colours that are opposite each other on a colour wheel, so are sort of 'opposites' :
Complementary Colours
You’ll find it easier to get colours to work together to produce a striking image if you understand the ‘colour wheel’ theory of harmonious and complementary colours. Harmonious colours lie close to each other on the colour wheel, and used together in a photograph they can produce very peaceful, beautiful images. Complementary colours are opposite each other on the colour wheel; they can clash in a very ugly fashion, but they can also produce striking contrasts and vivid, vibrant images. Once you start looking for harmonious and complementary colours, you’ll see many new ways of shooting familiar subjects and enhancing their properties

if you look at the primary colour wheel and the secondary colour wheel, the contrasting colours are the ones opposite each other.

Contrast of Color
COLOR IS IMMEDIATE. It draws a person's attention. A sharp contrast in color draws a person's attention even more (McCain, 1992). Contrast in color depends on the three factors of hue, which is another way to say color; value, which is the lightness or darkness of a color; and saturation, which is the intensity or purity of a color. Apply these factors when creating graphic designs. Effectively using ways to contrast color in graphic design will result in an eye-catching page.

contrast does not compliment.
ie red does not compliment green such as rede does
so contrast only applies comparitively.
