The school that has the most is...no one. No team has won the BCS Championship twice.
The SEC has three championships (Tennessee, LSU, UF).
The least goes to every major conference except the SEC or Big 12 (Texas and Oklahoma), with only one title each.

No team has won more than one BCS Championship since it began in 1997. The SEC has three winners, Big 12 two winners, and a host of others like the Big 10, ACC, and Pac-10 have one winner.

USC did not split anything. The BCS calls for just ONE champion eacy year. Since its inception, no college has won the BCS more than once.
USC fans - you have 1 title - that's 2004. LSU won in 2003.
