answer no unless you applied for a job that you cant do. It means are you able to preform the duties in witch you are applying for.

It's probably a generic form...in other words, have you ever worked for (and signed a non-compete agreement, or intellectual property agreement) and therefore, taking this job would be, in fact, a violation of those agreements.

I'm also trying to figure out by your wording if it is asking if you are "fit to do your job" meaning is there anything restricting you in doing your duties (like medically). It's on the cusp on being discrimination if that is what they are asking, but if you cannot physically or mentally perform the job at hand, you are really never entitled to it.

Basically it means... If you are able to perform a job duty? Is there anything that would prevent you from doing so? You can only answer that!
